Billy Stratford

I. Statement of Charges
Mr. Stratford was seen shooting an individual on the ground over and over until he was detained by police officers. The individual was with Mr. Stratford when they started arguing and a voice inside of Mr. Stratford's head told him to kill the individual, which he agreed to and starting shooting him. This all took place outside of the courthouse on a very busy sidewalk near two of the busiest streets in the city.

EMS was called to the scene and the individual was pronounced dead on scene.

Mr. Stratford had a registered firearm, but he had no weapons license or identification on his persons.

VI. Sentencing:
The state requests a life sentence for this individual due to the nature of this killing and how easily this individual can be provoked.
 
@NiaLiviaus is the defense's lawyer for the case. The individual is currently being Held Until Trial at the prison as a high security inmate.
 
The defense would like to submit a motion to have a court ordered psych evaluation to understand if the defendant is fit to stand trial.

The court has ordered and will see to that the Defendant gets a court ordered psychiatric evaluation. We will make sure you can be in attendance, @NiaLiviaus .
 
Eval has been completed and has been sent over to me.

At this time the court takes the professional opinion of the therapist into account and we rule that Mr. Stratford is not fit to stand trial.

He has a treatment plan set by the doctors including therapy sessions.

This will not close the case, and will just postpone proceedings until Mr. Stratford is deemed fit to stand trial again.

Is there an update with your client in regards to further therapy sessions?
 
Due to mitigating factors, the following judgement has been issued in this matter:

- Second Degree Murder x1 - Guilty
- Felony Weapons Discharge x1 - Guilty
- Carrying Firearm without a License x1 - Guilty

The court sentences the Defendant to Life in Prison and a $250,000 fine. This decision may be appealed in the future with prior approval from the court, though it will need a new entry on the docket.
